The Electricity and Gas Deregulation Process:
  • Decision and Legislation - The legislature and Public Utility regulators initiate the process.
  • Preparation period - the utilities prepare for deregulation.
  • Transition - the utilities agree to a definite cut-over time-table, sometimes are allowed to charge 'transition' fees, and the competitive suppliers begin to address the market in anticipation of the cut-over date.
  • Removal of Rate Caps - a fully competitive energy supply market.
